Dubai's Virtual Assets Regulatory Authority has consolidated several tranches of guidance into a single rulebook covering the issuance and secondary trading of tokenised real-world assets.
Consolidation matters more than its substance. Fragmented guidance imposed a legal research burden that deterred smaller issuers; a single instrument lowers the barrier to entry considerably.
The emirate's approach continues to contrast with jurisdictions pursuing regulation by enforcement, and it has attracted issuance accordingly.
