FBR Proposes Flat Capital Gains Treatment on Digital Asset Disposals

The Federal Board of Revenue has circulated a consultation paper proposing a flat capital gains rate on digital asset disposals, departing from the tiered, holding-period-sensitive structure that governs listed securities.
The stated rationale is administrability. Establishing acquisition dates across self-custodied wallets and offshore venues has proved impractical, and a single rate removes the need to do so.
Tax practitioners have broadly welcomed the simplification while pressing for guidance on cost-basis methodology, which the paper does not address.
